The premise

IPEC was established with a clear belief: transformational policies require equally robust implementation systems.

Since incorporation, the Council has focused on translating that belief into practical initiatives that strengthen educational institutions through process excellence, leadership development and evidence-based innovation. Within a short period it has initiated pilot programmes across universities and schools, collaborated with academic and industry partners, and laid the foundation for the NEP 2030 Strategic Forum.

Foundation

IPEC is formally incorporated

The International Process Excellence Council is incorporated as a Section 8 not-for-profit company on 15 July 2025.

The organisation was established to advance excellence in education, governance, healthcare, knowledge management and institutional transformation through research, capacity building and implementation support.

This marked the beginning of IPEC's central purpose: to bridge the gap between policy formulation and effective implementation.

The world's first Lean Six Sigma White Belt certification for Quantum Technology

A Process Excellence programme designed specifically for higher education faculty working in quantum technology and quantum computing.

One of IPEC's earliest landmark initiatives was the development and delivery of the world's first Lean Six Sigma White Belt Certification Programme customised for Quantum Technology and Quantum Computing.

Designed for higher education faculty working in emerging technologies, the programme introduced Process Excellence principles to a rapidly evolving field of scientific education.

The initiative demonstrated how quality management principles can complement advanced scientific disciplines and strengthen institutional capability in frontier technologies.

The programme emphasised practical application rather than theory, working with students on the processes they encounter every day.

It demonstrated how Process Excellence methodologies could be integrated into school education to improve learning practices and institutional effectiveness.

From classroom practice to institutional governance

Building on the Agra experience, the programme focused on integrating Lean principles with both classroom practice and institutional governance.

Among its significant outcomes was the development of what IPEC describes as a school-level Lean Six Sigma White Belt certification framework, integrating process excellence concepts into educational practice.

The programme also initiated discussions with state-level stakeholders on strengthening educational governance through process excellence methodologies.

The third institutional deployment extended IPEC's Process Excellence initiative to another educational institution in Uttar Pradesh.

The programme encouraged full participation from students and teachers while promoting continuous improvement through Kaizen principles and project-based learning.

Students initiated practical improvement projects to identify inefficiencies and recommend solutions within their own learning environment.

Policy platform

Building the NEP 2030 Strategic Forum

The experiences gained through these pilot programmes reinforced the importance of combining education policy with implementation science.

Insights from university and school engagements informed the development of the NEP 2030 Strategic Forum — a collaborative initiative aimed at creating practical implementation frameworks.

The Forum now serves as IPEC's flagship platform for collaborative research and policy implementation, integrating education policy, process excellence, knowledge management, behavioural sciences, artificial intelligence, outcome measurement and institutional capacity building.

IPEC does not attribute learning outcomes, institutional improvements or other results to a programme until those results have been measured against a defined baseline. When such results exist, they will be published on the Impact page — including any that fall short.
