Six Excellence Committees. Eighteen sub-committees.
The work of the NEP 2030 Draft Core Committee is organised through six interdisciplinary Excellence Committees, each responsible for a strategic domain of national importance.
A common constitution
Every committee is built the same way, so that no institution has to learn a new structure per domain.
A common organisational framework ensures consistency, accountability and scalability. It also means a school that has established one Excellence Cell already knows how to establish the next.

Three sub-committees, in each of the six domains

Curriculum Sub-Committee
Responsible for curriculum development, learning outcomes, teaching-learning resources, assessment frameworks, teacher support material and research publications.

Excellence Cells Sub-Committee
Responsible for establishing Excellence Cells in schools, colleges, universities and research institutions — local centres for innovation, research, quality improvement and implementation.

Ambassador Sub-Committee
Responsible for building a nationwide and international volunteer network of students, teachers, researchers, school leaders, professionals and volunteers.

Process Excellence Committee
Educational institutions rarely fail because of a lack of vision; they often struggle because of inconsistent execution. This Committee redesigns how institutions work by applying internationally recognised improvement methodologies.

Behavioural Excellence Committee
This is where the NEP 2030 framework distinguishes itself from conventional education policy. Most education systems emphasise academic excellence; few systematically cultivate behavioural excellence as the foundation for character, leadership, emotional maturity, citizenship and lifelong learning.

Academic Excellence Committee
The Academic Excellence Committee is the intellectual heart of the NEP 2030 framework. Where the Process Excellence Committee focuses on how institutions operate, this Committee focuses on how students learn, teachers teach, curricula evolve and institutions achieve educational excellence.

Knowledge Management Excellence Committee
Among the six Excellence Committees, this is the one that makes the entire architecture sustainable. Policies, curricula, research, best practices, innovations and institutional experiences have little long-term value unless they are systematically captured, organised, shared and reused.

Healthcare Excellence Committee
The Committee does not attempt to duplicate the work of medical councils or public health institutions. It focuses on healthcare excellence through education, quality, patient safety, process excellence, preventive health and systems improvement — a positioning that aligns with IPEC's strengths in process excellence, knowledge management and capability building.

Global Diplomacy Excellence Committee
This Committee complements the other five by extending their work beyond national boundaries — enabling Indian educational innovations to be shared globally while bringing international best practice into India's education ecosystem.
