01Purpose
IPEC asks institutions to be honest about their own performance. It can only do so credibly if it is honest about its own.
This code applies to directors, employees, committee and sub-committee members, ambassadors, volunteers and anyone else acting in the Council's name.
02Integrity in what we claim
We do not overstate our reach, our results, our partnerships or our standing.
We do not describe an aspiration as an achievement, an interest in collaboration as a partnership, or an activity count as an outcome.
Where we publish a number, we state how it was measured. Where we have not measured something, we say so.
We do not claim government endorsement, accreditation or affiliation that we do not hold.
03Independence
The Council's analysis and recommendations are not for sale. A funding relationship does not entitle a funder to influence a research finding, an assessment result or a published conclusion.
Where a programme has been funded by a partner, that is disclosed in anything published about it.
04Conflicts of interest
Anyone acting for the Council must declare any personal, financial or institutional interest that could reasonably be seen to affect their judgement, and withdraw from decisions where a conflict exists.
ReviewAdopt a formal conflict of interest register and declaration process at Board and committee level.
05Respect for the institutions we work with
We work inside institutions that are often under strain. We do not treat their difficulties as material for our own promotion.
We do not publish an institution's data, results or internal findings without its agreement.
We leave capability behind rather than dependency.
06Conduct towards people
Discrimination, harassment and bullying have no place in the Council's work. This applies to conduct towards colleagues, volunteers, participants and staff of partner institutions alike.
The Council's safeguarding obligations towards children are set out separately in the Child Safeguarding Policy.
07Use of resources
Funds contributed to the Council are held in trust for its purposes and are applied to them.
The Council's name, logo and materials are used only for the Council's work and only with authority.
08Raising a concern
Concerns about conduct should be raised with ReviewName the person or committee responsible for receiving conduct concerns, and describe the process and protection for those who raise them.
No one who raises a concern in good faith will be disadvantaged for doing so.
