06 — Impact dashboard

We publish our progress — including our shortfalls.

The dashboard is the product, not an afterthought. It launches with real numbers, and today every real number is zero.

Nothing has been deployed yet. Phase 1 has not begun and contributions are not open, so every metric below reads zero. Zero is published rather than hidden, because a dashboard that only appears once the numbers flatter you is not a transparency instrument.

Every metric carries the basis on which it is counted, so that a figure cannot quietly change meaning between one report and the next.

03 — Shortfall honesty

A metric behind target is shown in amber, with a one-line explanation.

Programmes fall behind. What distinguishes a serious one is whether it says so at the time or explains it a year later. The Council's internal escalation rules are made public here: when a measure slips, the dashboard shows the slip and the reason on the same line as the number.

The dashboard is reviewed by the Independent Evaluation Unit, which sits outside the delivery line and reports separately to the Board.
