From NEP 2020 to NEP 2030.

The transition is not a new policy. It is the accumulated work of making an existing one land in several hundred thousand institutions.

The proposition

The Forum operates with the vision of contributing to Viksit Bharat @2047 by facilitating the transition from NEP 2020 to NEP 2030 through measurable, evidence-based and scalable implementation models.

That sentence contains three commitments. Measurable: outcomes defined before the work starts. Evidence-based: what is claimed can be shown. Scalable: designed for district and state scale from the outset, rather than as a pilot that cannot travel.

01 — What the transition requires

Six things that have to be built.

None of these arrives as a by-product of good policy. Each has to be designed, resourced and maintained.

    Governance that reaches the institution

    Policy direction has to arrive at a school or college as something actionable — a defined practice, an owner, a measure — rather than as a circular. That translation layer has to be designed; it does not appear by itself.

    Capability where the work is done

    Teachers, principals, faculty and administrators are asked to deliver transformation without the frameworks, tools or time it requires. Capability building is therefore not a support activity; it is the mechanism.

    Process, not exhortation

    Institutions improve when their processes change. Quality methodologies proven in manufacturing, healthcare, aviation, banking and public administration transfer to education when they are adapted rather than imported wholesale.

    Measurement defined in advance

    Activity is counted; outcomes are assumed. Defining what improvement would look like before implementation begins is what allows a programme to be evaluated on its results.

    Knowledge that survives people

    What one institution learns rarely reaches the next, and leaves entirely when an individual does. Knowledge capture has to be a discipline inside every project, not an activity at the end of one.

  • 06

    Collaboration across the system

    Government, academia, industry and civil society work on the same problems in parallel. The Forum exists partly as a venue where that duplication becomes visible and avoidable.

Educational institutions rarely fail because of a lack of vision; they often struggle because of inconsistent execution.
The Process Excellence Committee

The Council's own field programmes between 2025 and 2026 — at a technological university and three schools — were where this proposition was tested. What they showed shaped the Forum: methods transfer when they are grounded in an institution's own processes, and when the people who run those processes are the ones taught to improve them.
