02 — NEP 2030

The framework, layer by layer.

Five layers, from strategic direction down to the classroom. Each exists because the layer above it cannot reach far enough on its own.

  1. 01

    Strategic layer

The NEP 2030 Draft Core Committee, working under the Board, sets direction and holds the framework together across domains.

Board of Directors · Draft Core Committee

  2. 02

    Domain layer

Six Excellence Committees, each responsible for one strategic domain, its standards and its programme of work.

Six chairpersons · up to twelve members each

  3. 03

    Functional layer

Eighteen sub-committees producing curriculum, establishing Excellence Cells and building ambassador networks.

Curriculum · Excellence Cells · Ambassador Programme

  4. 04

    Institutional layer

Excellence Cells inside schools, colleges, universities, research institutions, libraries and healthcare organisations.

A coordinator, members, projects and an annual report

  5. 05

    Distributed layer

Ambassadors, domain experts, academic advisors and institutional volunteers, providing capacity no single organisation could employ.

    Students · educators · professionals · researchers · diaspora

01 — What each domain produces

The same three functions, in all six domains.

A school that has worked with one committee already understands how to work with the next.

01

Curriculum Sub-Committee

Responsible for curriculum development, learning outcomes, teaching-learning resources, assessment frameworks, teacher support material and research publications.

02

Excellence Cells Sub-Committee

Responsible for establishing Excellence Cells in schools, colleges, universities and research institutions — local centres for innovation, research, quality improvement and implementation.

03

Ambassador Sub-Committee

Responsible for building a nationwide and international volunteer network of students, teachers, researchers, school leaders, professionals and volunteers.

02 — Committee constitution

What constitutes a committee.

All six committees
  • 01One Chairperson
  • 02Up to twelve Committee Members
  • 03Three functional Sub-Committees
  • 04Domain Experts
  • 05Institutional Volunteers
  • 06Academic Advisors
  • 07Student and Faculty Ambassadors

03 — From framework to field

Every project moves through the same eight stages.

The sequence is the discipline. A framework that skips measurement produces confidence rather than evidence.
Projects

01

Idea

A problem is identified by an institution, a committee or a field programme.

02

Research

The problem is characterised with evidence before a solution is proposed.

03

Pilot

A bounded test in a small number of real institutions.

04

Implementation

Deployment with institutional ownership, not external delivery.

05

Measurement

Assessment against outcome measures agreed before the work began.

06

Knowledge Capture

Documentation of what worked, what did not, and under which conditions.

07

Publication

Release into the Knowledge Hub so others need not repeat the work.

08

Scaling

Extension to further institutions, districts and states.

05 — Deliverables

What the Forum will publish.

These are the framework's stated outputs. Each is listed in the Knowledge Hub with its publication status.
