To become a globally respected centre of excellence for policy implementation, institutional transformation and knowledge innovation, contributing to the development of capable institutions and empowered citizens.
02 — Mission
To assist governments, educational institutions, healthcare organisations, industry and civil society in achieving excellence through research, capacity building, process improvement, knowledge systems and evidence-based implementation.
03 — Philosophy

Evidence before assertion
The Council does not describe an aspiration as an achievement, an interest in collaboration as a partnership, or an activity count as an outcome. Where a number is published, the basis of its measurement is published with it.

Capability, not dependency
Every engagement is designed to leave a standing institutional capability behind. An intervention that has to be repeated to have effect has not worked.

Institutions as partners
Schools, colleges and communities participate in the work; they are not its beneficiaries. Their consent is required before their name, data or photographs are used, and they receive the findings that concern them.

Knowledge held in common
What one institution learns should not be lost when a person leaves it. Knowledge capture is a discipline within every project, not an activity at the end of one.

Improvement that reduces burden
Any framework that adds net administrative load to a teacher has failed its own test. Process Excellence in education begins by removing work that produces no measurable benefit.

Independence
A funding relationship does not entitle a funder to influence a research finding, an assessment result or a published conclusion.
